Will blaming Bush be considered the same as blaming Ulysses S. Grant?

The quintessential blame game, my guy caught in a crime, but your guy did it first. My guy caught with his pants down, literally, well your guy has a wide stance. Not once do these people think for a minute if that is the case, we have to start with Washington and his owning slaves, and then move to Jefferson who can claim, well "Washington did it". Absolutely absurd and counter-productive argument. Breaking the law is breaking the law, no matter who did it first, otherwise, I have a bank to rob, Bonny and Clyde did it.
