Okay so i need some electrical help on my 98 Plymouth neon, its a 4 door, 2.0L dohc engine.?

the fans the cool the engine don't come on when I'm driving like there supposed 2, its not the fans themselves because they have been removed and worked fine, people I've asked think its the heat resistor, but I'm not sure where that is located on a neon, so the question is where is it and how should i go about fixing it? i realize this may not be the problem I'm simply trying to rule it out, although there is a high probability that it is. I'm only in high school still, grade 11, so i don't know a hell of a lot about cars just yet.
