Development of military robots?

the main way a robot would clify a civilian is most likely going to be if they are unarmed or armed. So in a nut shell.... they would be most inefficient. The best way to correct this is to have them report any armed persons to a station and not fire until fired upon. The only other factor is that their programing can be altered by either damage or being reprogrammed by another group of persons. A soldier has loyalty to his country but a robot know only what it's programing allows.
